libblas-dev software package provides Basic Linear Algebra Subroutines 3, static library, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libblas-dev
libblas-dev is installed in your system.
Make ensure the libblas-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libblas-dev *
You will get with libblas-dev package name, version, architecture and description in a table
